Introduction
In 1987, Provincial Councils were established under the provisions made through the 13th Amendment to the Sri Lankan Constitution and the Provincial Councils Act No. 42 of 1987. Under the 13th Amendment to the Sri Lankan Constitution, provisions have been made to establish one Provincial Council for each province in Sri Lanka.
When establishing these Provincial Councils, according to the 13th Amendment to the Constitution, the number of members of the Provincial Council was determined based on the land area and population of the relevant province. Through Extraordinary Gazette Notification No. 499/10 dated 21.03.1988, the number of members in each Provincial Council and the number of electoral districts included in the Provincial Council were determined.
Subject to all these provisions, the North Western Provincial Council election was held on 28.04.1988, and the first Provincial Council meeting was held on 12.05.1988. The Governor is the executive of the Provincial Council, and according to Article 154(A) of the Constitution, the Governor is appointed by the President.
A legislature consisting of 52 members has been established for the North Western Province. The composition of the Provincial Council's Board of Ministers is five members, including the Chief Minister.
In every province, there are 05 Advisory Committees for each ministry, and 04 Standing Committees for Provincial Accounts, Legislation, Council Affairs, and Public Petitions.
Council Composition
The Council includes various leadership positions to ensure effective governance.
